Lobby Corps

AUTHORITY:
This Code is established under the authority of Article VII and Article XV of the Associated Students Constitution.

PURPOSE:
The purpose of this Code shall be to outline and define the responsibilities of the Associated Students Lobby Corps.

DATE OF EFFECTIVENESS:
This Code shall be effective when approved by a majority vote of the Associated Students Senate.

AMENDMENTS:
This Code may be amended by a majority of the total voting membership of the Senate.

I. APPOINTMENT, TENURE, AND RESPONSIBILITY

A. Lobby Corps Members

1. Members of the Lobby Corps are appointed by the A.S. President and approved by the A.S. Senate.

2. Members of the Lobby Corps serve one-year terms, concurrent with the A.S. President’s term of office.

3. Members of the Lobby Corps are directly responsible for the discharge of their duties to the Chair of Legislative Affairs.

4. Members of the Lobby Corps must be students in good standing as defined in Article V, Section 1 of the A.S. Constitution.

I. MEMBERSHIP

A. Voting membership of this committee shall consist of:

1. The Chair of Legislative Affairs, who may vote only to make or break ties.

2. The Assistant Chair of Legislative Affairs

3. Four (4) Lobby Corps Members

B. Non-voting, ex-officio members of this committee shall consist of:

1. A Senate Representative shall be nominated and confirmed by the Senate.

2. The University Advisor is appointed through the Office of the Vice President for Student Affairs.

3. AS Student Leadership Manager

II. RESPONSIBILITIES

A. The A.S. Lobby Corps shall be responsible for:

1. Providing hand-on support for events or political actions as directed by the Chair of Legislative Affairs.

2. Accomplish legislative advocacy efforts including but not limited to:

i. Hosting advocacy and engagement events.

ii. Tabling and information distribution.

iii. Attending or viewing live stream broadcasts of the CSU Board of Trustees open sessions as directed by the Chair.

iv. Attend or view live stream broadcasts of the California State Student Association (CSSA) plenaries and/or special meetings as directed by the Chair.

v. Accompany the Chair in legislative office visits to discuss bills and their progress, share student testimonies, and lobby legislators to support our goals.

vi. Research and track legislation that affects higher education and students at CSUN.

vii. Collaborate with campus organizations to learn about student needs and concerns such as but not limited to; CSUN Act Now, Political Science Student Association

viii. Working on individual projects resulting in civic engagement and presenting weekly reports.

ix. Accompany Chair of legislative affairs to CSSA special meetings on approval of Chair of Legislative affairs and AS president.

3. Lobby Corps members shall take part in standing committees as ex-officio members and assist senators with research for their legislative referrals and make connections to local, state, and nationwide legislation when possible.

4. Lobby Corps members shall complete CSSA College Involvement and Values Impacting Communities (CIVIC) challenges as assigned by the Chair of Legislative Affairs.

III. MEETINGS

A. The AS Lobby Corps shall meet weekly during the regular semester. The day and time of the meeting shall be established by the Chair of Legislative Affairs.

B. Voting members who acquire the equivalent of either three (3) unexcused or five (5) excused meetings per semester will be immediately removed from the AS Lobby Corps. The Chair of Legislative Affairs defines, at the beginning of their term, what an unexcused/excused absence is.

REGULATION
The Lobby Corps shall, in the execution of their responsibilities, conform to and abide by the policies of:

• The United States Constitution
• The State of California
• California State University, Northridge
• Associated Students

PARLIAMENTARY AUTHORITY:
The parliamentary authority for the Associated Students Lobby Corps shall be the current edition ofRobert’s Rules of Order, Newly Revised.

ENABLING CAUSE:
This Code shall supersede all Codes on the AS Lobby Corps passed prior to May 8, 2023.
