Title: Statement of Support of HR 763: The Energy Innovation and Carbon Dividend Act


1.WHEREAS:The Associated Students, Inc. (AS) is the official voice of over 38,000 students at California State University Northridge; AND

2.WHEREAS:California State HR 763 was created to decrease America’s carbon pollution, AND

3.WHEREAS:According to Congress.gov, this House Resolution, if passed, would impose a fee on “the carbon content of fuels as well as any products that release greenhouse gases”; it is equal to the “greenhouse gas content of the fuel multiplied by the carbon fee rate”, which begins at $15 in 2019 and would increase by $10 each year, AND

4.WHEREAS:A carbon dividend will be set in place where the money collected from the carbon fee is either used for administrative expenses or allocated in equal shares every month to the American people as dividend payments; AND

5.WHEREAS:The Border Carbon Adjustment will protect US jobs by only affecting imported goods, and including a refund for exported goods; AND

6.WHEREAS:This bill will provide repayment to companies that capture and process carbon emissions, THEREFORE LET IT BE

1.RESOLVED:That the Associated Students Inc. supports the passage of HR 763 because of the positive sustainable influence it would have in our community; AND LET IT BE FURTHER

2.RESOLVED:That copies of this resolution be distributed widely, including but not limited to the following:

  • The CSUN Institute of Sustainability
  • AS Sustainability and Recycling
  • Citizen’s Climate Lobby
