'''8.	WHEREAS:''' 	Formerly incarcerated individuals have limited access to resources to succeed in life and end up becoming a statistic of high rate recidivism; the tendency of a convicted criminal to reoffend; AND<br>

'''9.	WHEREAS:''' 	Formerly incarcerated individuals are forced to revert back to unethical practices due to the lack of resources which denies them the opportunity of a higher education; AND<br>
