AUTHORITY:
This Code is established under the authority of Article VIII, Section 3 of the Associated Students Constitution.

PURPOSE:
The purpose of this Code is to establish the office of the A.S. Chair of Personnel and to outline and define the duties and responsibilities of the A.S. Chair of Personnel

DATE OF EFFECTIVENESS:
This Code shall be effective when approved by a majority vote of the Associated Students Senate.

AMENDMENTS:
This Code may be amended by a majority of the total voting membership of the Senate.

I. APPOINTMENT, TENURE, AND RESPONSIBILITY

A. The Chair of Community and Government Relations shall be appointed by the AS President with the approval of the Senate.
B. The tenure of office for the Chair of Community and Government Relations shall be one year, to be concurrent with the term of the President who appoints him/her. Should the office be vacated during the school year, the new appointee’s tenure of office shall end when the term of the AS President who appointed them ends.
C. The Chair of Community and Government Relations shall be immediately responsible for the discharge of their duties to the Associated Students President.
D. The Chair of Community and Government Relations shall be a student in good standing as defined in Article VIII, Section 2 of the AS Bylaws.

II. DUTIES OF THE CHAIR OF COMMUNITY AND GOVERNMENT RELATIONS

A. The Chair of Community and Government Relations shall serve as a member of the AS President’s Cabinet.
B. The Chair of Community and Government Relations shall be a non-voting, ex-officio member of the External Affairs Committee.
C. The Chair of Community and Government Relations is responsible for assisting in higher education advocacy efforts on the campus, local, state, and nationwide levels. Advocacy efforts include, but are not limited to:
i. Phone Banking Efforts
ii. Mailgram Campaigns
iii. Visits with Legislators and Staff
iv. Undertaking studies, surveys, and research necessary to advance the positions of the various student associations at CSUN and the CSU.
D. The Chair of Community and Government Relations is responsible for researching pending legislation that will affect the CSUN student population and preparing reports for the AS President and Vice President.
E. The Chair of Community and Government Relations works in collaboration with the CSUN Government and Community Relations Department, the Legislative Aides Association, and the Northridge East Neighborhood Council to further legislative advocacy efforts.
F. The Chair of Community and Government Relations organizes and creates student awareness of midterm and regular elections utilizing, but not limited to, the following methods:
i. Working with Productions to create Big Politics Event(s)
ii. Organizing Voter Registration Drives
iii. Creating a CSUN Voter Guide to assist students in the voting process
G. The Chair of Community and Government Relations will establish and maintain working relationships with city, county, special district, state, and federal elected and appointed officials.
H. The Chair of Community and Government Relations is responsible for representing CSUN at California State Student Association (CSSA) meetings and doing the necessary preparation for those meetings along with the AS President and Vice President.
I. The Chair of Community and Government Relations organizes the CSUN delegation to attend the California Higher Education Student Summit (CHESS) in Sacramento.
J. The Chair of Community and Government Relations will work across all segments of higher education, the California State University, University of California, and Community Colleges for greater legislative advocacy efforts.
K. The Chair of Community and Government Relations is responsible for raising student awareness about the CSU Board of Trustees and the issues being discussed on the board.
L. The Chair of Community and Government Relations is responsible in recruiting CSUN students to apply for the CSU Student Trustee position on the CSU Board of Trustees.
M. Recruit, train and supervise up to 20 CSUN students (undergraduate or graduate) to work as members of the Lobby Corps.
i. The Lobby Corps is a team of students who work at the direction and under the supervision of the Chair of Community and Government Relations.
ii. The Lobby Corps exists to provide hands-on support for events or political actions/lobbying as directed by the Chair at the discretion of the Senate.
iii. Lobby Corps meets as needed to accomplish tasks such as:
1. Phone banking
2. Postcard mailing and distribution
3. Signature gathering
4. Tabling and information posting
5. Student activism as directed/approved

PARLIAMENTARY AUTHORITY:
The parliamentary authority for the Associated Students General Elections Employees shall be the current edition of Robert’s Rules of Order, Newly Revised.

ENABLING CAUSE:
This Code shall supersede all Codes on the A.S. Elections Employees passed prior to January 31, 2018.
