Title: AS Support for the Philippine Human Rights Act

1. WHEREAS: The Associated Students, Inc. (A.S) is the official voice of over 38,000 students at California State University Northridge (CSUN); and

2. WHEREAS: A.S. is the primary advocate for students at CSUN and provides excellent, meaningful programs and services designed to create and enhance a spirited learning environment; and

3. WHEREAS: Thousands of Filipinos reside in the San Fernando Valley, with CSUN hosting hundreds of Filipino undergraduate students, graduate students, international students, professors, staff and custodians, many of which continue to have close ties with the Philippines and family and friends there; and

4. WHEREAS: A.S. recognizes that the Philippine Human Rights Act supports Filipino citizens and advocates against the inhumane treatment and human rights abuses by Philippine state forces; and

5. WHEREAS: Many students at CSUN are either directly impacted or concerned about the plight of those victims of the Philippine government’s drug war and de facto martial law, with many of them having direct ties to the Philippines; and

6. WHEREAS: Students are largely impacted by this issue, as more than $550 million U.S. tax dollars have been supplied to the Philippine government since 2016 (Mercene, 2019), when this taxpayer money could instead go to students' education, institutional support, healthcare and other social services in the US; and

7. WHEREAS: The Philippine Human Rights Act is proposed legislation that aims to suspend US security assistance to the Philippines until human rights violations by Philippine security officials cease and responsible state forces are held accountable; therefore let it be

1. RESOLVED: CSUN A.S. endorses the campaign to support the Philippine Human Rights Act; and let it be further

2. RESOLVED: By endorsing the Philippine Human Rights Act, CSUN A.S. permits the usage of its name and logo on the campaign website, and will be supportive of lobbying efforts with local elected officials, as well as providing resources and support for the campaign (i.e., mobilization of membership, staff, venue, supplies, in-kind) as available; and let it be further

3. RESOLVED: CSUN A.S. condemns Duterte’s drug war, as well as the martial law imposed by the Filipino government resulting from Duterte’s Drug War; and let it be further

4. RESOLVED: A.S. disagrees with the decision to send US taxpayer money to give military aid to the Philippine military and police; and let it be finally

5. RESOLVED: That copies of this resolution be distributed widely, including but not limited to the following:
