SUBJECT: TO DENOUNCE VIOLENCE AGAINST WOMEN AND CHILDREN


PURPOSE: College women ranging from the age of 18-24 are at greatest risk of being raped in familiar environments by acquaintances. On California State University, Northridge Campus 60% of the student population is comprised of women. Therefore, this resolution is to educate and denounce any abuse whether it be mental, physical and or sexual assault of any woman and or child.

1. WHEREAS: According to Rape Abuse and Incest National Network (RAINN) every two and a half minutes, somewhere in America, someone is sexually assaulted; and

2. WHEREAS: According to RAINN one out of six American women has been the victim of an attempted or completed rape; and

3. WHEREAS: According to RAINN fewer than half (41%) of all rapes and sexual assaults are reported to the police; and

4. WHEREAS: According to the D.A.T.E. Project a rape prevention program sponsored by at California State University, Northridge and Valley Trauma Center 25% of college age woman report experiencing acquaintance rape or attempted rape; and

5. WHEREAS: According to The Department of Justice an estimate of one out of six victims of rape are under age 12; and

6. WHEREAS: According to The Department of Justice sexual assault is one of the most underreported crimes, with more than half, of all rapes still being left unreported; and

7. WHEREAS: According to the National Crime Victimization Survey, 73% of rape and sexual assault victims knew the perpetrator; and

8. WHEREAS: According to RAINN more than 38% of rapes and sexual assaults came at the hands of a person the female victim called a friend or acquaintance; and

9. WHEREAS: According to RAINN female victims identified intimate partners as the perpetrator in 28% of rapes and sexual assaults; and

10. WHEREAS: According to RAINN 44% of rape victims are under the age of 18, and 80% are under the age of 30; and

11. WHEREAS: Any employee, student, or other person at California State University, Northridge who commits a rape or other crime of a sexual nature specified in the California Penal Code can be criminally prosecuted. In addition, employees and students can be charged under the California Education Code even if the criminal justice authorities or the person assaulted choose not to pursue criminal prosecution; and

12. WHEREAS: California State university, Northridge will not tolerate sexual assault in any form, including date/acquaintance rape. Every allegation of sexual assault will be taken seriously, where there is reason to believe that the University’s regulations prohibiting sexual assault have been violated, the possibility of suspension and dismissal or termination from the University; therefore let it be

1. RESOLVED: The Associated Students, California State University, Northridge, Inc., requires that this resolution be read out loud by the President of Associated Students Project D.A.T.E’s Sexual Assault Awareness For Everyone (S.A.A.F.E) Week.

2. RESOLVED: That the Associated Students, California State University, Northridge, Inc., request that revisions should be made if necessary in the areas of: new, updates, and reflective statistics, types of abuse, and research that are pertinent to this resolution; and let it be further

3. RESOLVED: That the Associated Students, California State University, Northridge, Inc., requests that this information is to be emailed or sent through via postal mail to all students on CSUN campus as well as to be distributed and posted in all CSUN offices by all faculty, staff, and administrators every year during the month of April for the reasons that so often many forms of abuse are not reported nor are they taken seriously by school officials that individuals are not aware of the resources that our campus offers; and let it be further

4. RESOLVED: That the Associated Students, California State University, Northridge, Inc., includes in its letter/ email a list of current resources that will assist and support those who have experienced sexual assaults; and let it be further

5. RESOLVED: That the Associated Students, California State University, Northridge, Inc. supports the university and their commitment to the following auxiliary organizations to help with providing resources in regards to violence against women. The following auxiliaries include: The Valley Trauma Center 24-hour hotline (818) 886-0453, The Student Health Center (818) 677-3666, The University Police Department (818) 677-2111, The University Counseling Services (818) 677-2366, The Women's Center (818) 677-2780, The Office of Human Resources (818) 677-3820, The Committee to Receive Allegations of Sexual Harassment (818) 677-2077, The Office of the Vice President for Student Affairs (818) 677-2391, and The University Housing Services (818) 677-2160; and let it be further

6. RESOLVED: That the Attorney General of Associated Students is charged to ensure that all resolution language is updated as necessary and to ensure that the resolution is read by the Associated Students President and distributed as outlined in this resolution; and let it be further

7. RESOLVED: That this resolution be distributed to the following every year during the first week of the Denouncing Violence Against Women and Children events, and once the resolution is passed:
