CLUBS AND ORGANIZATIONS

AUTHORITY:
This Code is established under the authority of Article XV, Section 1 of the Associated Students Constitution.

PURPOSE:
The purpose of this Code shall establish the office of the AS Chair of Clubs and Organizations and to define its duties and responsibilities.

DATE OF EFFECTIVENESS:
This Code shall be effective when approved by a majority vote of the Associated Students Senate.

AMENDMENTS:
This Code may be amended by a majority of the total voting membership of the Senate.

I. APPOINTMENT, TENURE AND RESPONSIBILITY

A. Chair of Clubs and Organizations
i. The Chair shall be a student in good standing as defined in Article V, Section 1 of the AS Constitution and the Chancellor’s Office guidelines.
ii. The Chair shall be appointed by the AS President and confirmed by the Senate.
iii. The tenure of office for the Chair shall be one year, to be concurrent with the term of the AS President who appointed them. Should the office be vacated during the school year, the new appointee shall serve for the remainder of the term.
iv. The Chair shall be responsible for the discharge of their duties to the AS President.
B. Assistant Chair of Clubs and Organizations
i. The Assistant Chair shall be a student in good standing as defined in Article V, Section 1 of the AS Constitution and the Chancellor’s Office guidelines.
ii. The Assistant Chair shall be appointed by the AS President and confirmed by the Senate.
iii. The tenure of office for the Assistant Chair shall be one year, to be concurrent with the term of the AS President who appointed them. Should the office be vacated during the school year, the new appointee shall serve for the remainder of the term.
iv. The Assistant Chair shall be responsible for the discharge of their duties to the Chair of Clubs and Organizations and the AS President.
v. In the event of a vacancy in the position of Chair of Clubs and Organizations, the Assistant Chair of Clubs and Organizations may be given a non-renewable 30-day appointment to fulfill that role while a search is conducted for a new Chair.
C. Clubs and Organizations Committee (CO)
i. The Chair of Clubs and Organizations shall be the Chair of the Clubs and Organizations Committee.
ii. The Chair of Clubs and Organizations will recruit, train, and supervise up to 6 CSUN students (undergraduate or graduate) to serve as members of the committee.
iii. The Chair of Clubs and Organizations shall determine a regular committee meeting schedule for the Fall and Spring semesters.
iv. Student members should be currently enrolled in classes at CSUN.
v. Committee members are appointed by the A.S. President, and approved by Senate.
vi. Committee members serve one year terms, to be concurrent with the AS President.
vii. Committee members are responsible for the discharge of their duties to the Chair of Clubs and Organizations who appointments them and to the A.S. President. In the absence or delegation of the Chair, they are responsible to the Assistant Chair.
D. Duties of the Chair of Clubs and Organizations
i. Serve as a member of the President’s Cabinet.
ii. To act as a liaison between currently chartered clubs and organizations and the Associated Students.
iii. To increase campus awareness of all club and organization activities.
iv. To provide assistance and collaboration to the MIC Clubs and Organizations Coordinator with programs and initiatives that impact the Associated Students and its relationship to campus clubs/orgs.
v. To oversee the development and implementation of the 100-Day Initiative presentations to campus clubs, organizations and classrooms, including:
1. Coordinate with senators and cabinet member schedules to give presentations.
2. Providing regular feedback through posters and weekly announcements to AS Leadership on 100-day Initiative goals and progress.
3. Working with the Attorney General and the Chief of Staff, recognizing senators and cabinet members who are doing excellent work on the initiative each semester.
vi. To participate as a key student volunteer in the Annual “SHINE” Recognition conference hosted by the Matador Involvement Center for clubs and organizations each September.
vii. To ensure that AS participates in “Meet the Clubs” events each semester.
viii. To attend club and organization meetings, events and committees at the designation of the AS President.
ix. Serve as an ex-officio member of the University Affairs Committee
x. Provide regular written updates on the activities of the Chair, Assistant Chair and Committee to the Chief of Staff as requested.
xi. To plan and coordinate an annual food drive for the entirety of Associated Students.
1. The event will occur at least once an academic year. The date is to be determined by the Chair of Clubs and Organizations and A.S. President each year.
2. The event would be a complete outreach to clubs and organizations as well as other AS departments.
3. This event would be separate from and additional to any other AS events to raise support for the CSUN Food Pantry.
4. Assign and supervise the work of the Assistant Chair.
E. Duties of the Assistant Chair of Clubs and Organizations
i. To assist the Chair as a liaison between chartered clubs and organizations and the Associated Students.
ii. To assist in the relationship between the Matador Involvement Center and AS.
iii. In collaboration with the Chair, to plan and coordinate the annual food drive for the entirety of Associated Students.
iv. To attend club and organization meetings as a representative of AS and the Committee as assigned.
v. Serve as an ex-officio member of the University Affairs Committee in the absence of the Chair.
vi. Help with the organization and implementation of the 100-Day initiative.
vii. Oversee the storage and maintenance of supplies/materials related to the committees projects.
F. Duties of the Clubs and Organizations Committee
i. Make 100-day initiative presentations in club, organization and classroom settings.
ii. Attend committee meetings as assigned by the Chair of Clubs and Organizations.
iii. Attend MIC, club and organization events as required.
iv. Aid in the planning and implementation of the annual food drive, and participate in the project.

REGULATION:
The Chair of Clubs and Organizations shall, in the execution of his/her responsibilities, conform to and abide by the policies of:

  • The United States Constitution
  • The State of California
  • California State University, Northridge
  • Associated Students

PARLIAMENTARY AUTHORITY:
All meetings called by the Chair of Clubs and Organizations shall be conducted according to parliamentary procedure as set forth in Robert’s Rules of Order, Newly Revised.

ENABLING CAUSE:
This Code shall supersede all Codes on the AS Chair of Clubs and Organizations passed prior to October 6, 2019.
