AUTHORITY: This Code is established under Article VII and Article XV of the Bylaws of Associated Students, California State University, Northridge, Inc.

PURPOSE: The Purpose of this Code shall be to define and outline the procedures governing the office of the Chair of the Associated Students Personnel and Communications.

DATE OF EFFECTIVENESS: This Code shall be effective when approved by a majority vote of the Associated Students Senate.

AMENDMENTS: This Code may be amended by a 2/3 vote of the total voting membership of the Associated Students Senate.

I. APPOINTMENT, TENURE AND RESPONSIBILITY

A. Chair of Outreach and Recruitment
1. The Chair of Outreach and Recruitment shall be appointed by the A.S. President with the approval of the Senate.
2. The tenure of office for the Chair of Outreach and Recruitment shall be one year, to be concurrent with the term of the President who appoints them.
a. In the event of a vacancy in the position of Chair of Outreach and Recruitment, the A.S. President may issue a non-renewable 30 day appointment to fill the position. Should the office be vacated during the school year, the new appointee’s tenure of office shall end when the term of the A.S. President who appointed them ends.
3. The Chair of Outreach and Recruitment shall be immediately responsible for the discharge of their duties to the A.S. President.
4. The Chair of Outreach and Recruitment shall be a student in good standing as defined in Article V, Section I of the A.S. Constitution.
5. The Chair of Outreach and Recruitment shall be a paid student employee of Associated Students and must adhere to all policies, procedures, and expectations outlined in the A.S. Student Employee Personnel Manual, including but not limited to employment eligibility requirements, student employee performance, and workplace conduct.
6. The Chair of Outreach and Recruitment is advised by the A.S. Manager for Student Leadership.

II. DUTIES

A. The Chair of Outreach and Recruitment will, as a part of their duties:
1. The Chair of Outreach and Recruitment shall be a member of the A.S. President's Cabinet.
2. The Chair of Outreach and Recruitment shall be an ex-officio member of the A.S. Personnel Board.
3. The Chair of Outreach and Recruitment shall serve as an ex-officio member of the Internal Affairs Committee.
4. The Chair of Outreach and Recruitment shall be an ex-officio member of the A.S. Council of Chairs.
5. Serve as the AS Leadership liaison to AS Marketing The Chair of Outreach and Recruitment shall work in collaboration with AS Marketing to advertise vacant seats in AS Leadership.
a. Consult the A.S. President and Vice President to facilitate collaboration with all AS Departments to promote the organization as a whole.
6. The recruiting of qualified applicants for the following offices and committees as vacancies occur:
a. Cabinet
b. Committees Members
c. Senate
7. Applicants shall be automatically screened as per qualifications in the Associated Students Constitution and Bylaws.
8. All applicants must be interviewed by a committee that must consist of but is not limited to the Chair of Personnel and Communications Outreach and Recruitment, and another member of A.S. Leadership at the discretion of the A.S. President, and the communication senate representative. as designated:
a. For Committee Member applicants, the Chair of the committee shall be notified and be allowed to participate in the interview process.
b. For Cabinet applicants, the Chief of Staff shall be notified and be allowed to participate in the interview process.
c. For Senate applicants, the Outreach and Recruitment senate representative shall be an active member in the interview process. In the event that the representative is unavailable, another senator may serve during the application process.
9. All interviews must follow a formal interview process containing the use of interview questions compiled by the Chair of Outreach and Recruitment and approved by the Council of Chairs.
10. Applicants must be communicated to within 10 business days for an interview.
a. After the interview process, senate applicants must be communicated within 14 business days maximum on whether a follow up interview is needed, or if they will be offered a position or not.
11. Special precautions will be taken to protect Associated Students applicants’ information throughout their term and before its conclusion. Such as but not limited to:
a. Take all necessary measures to secure applicants' information and privacy during and after business hours.
12. Perform other duties pertaining to the recruitment of Associated Students personnel as directed by the Associated Students President. Such as but not limited to:
a. Inform all applicants about the duties and responsibilities for the position.
b. Inform all applicants of future compensation for their roles as well as the time commitment (range of hours per week).
c. Maintain a list of student leadership compensation which may include hourly pay, non-compensatory stipends, and incentives.
d. Work with A.S. Marketing to update the A.S. website and application if compensation or commitments changes.
13. Coordinate with A.S. Marketing to increase campus awareness of all Associated Students endorsed activities and opportunities for involvement via social media, posters/flyers, and tabling.
a. The Chair of Outreach and Recruitment will be responsible for planning the tabling events accordingly, ensuring that places are reserved and materials are offered, such as but not limited to giveaways, flyers, etc.
14. To attend club and organization meetings, events and committees at the designation of the AS President and in collaboration with the AS Chief Justice.

III. REVIEW AND AMENDMENTS

A. This Code shall be reviewed annually at the end of the Spring semester by the A.S. Internal Affairs Committee to ensure its relevance and effectiveness. The annual review process shall be followed in reference to the code on Codes.
B. Proposed amendments to this Code must be made in consultation with the A.S. President, Student Leadership Manager, and A.S. Human Resources Manager to ensure compliance with labor laws and regulations.
C. Amendments to this Code must be made during the annual review unless there is a dire need for immediate changes, as determined by the A.S. Internal Affairs Committee in consultation with the A.S. President, Student Leadership Manager, and A.S. Human Resources Manager.


REGULATION: The Chair of Outreach and Recruitment shall, in the execution of their responsibilities, conform to and abide by the policies of:

  • The United States Constitution
  • The State of California
  • California State University, Northridge
  • Associated Students

PARLIAMENTARY AUTHORITY: All meetings called by the Chair of Outreach and Recruitment shall be conducted according to parliamentary law as set forth in Robert's Rules of Order, Newly Revised.

ENABLING CAUSE: This Code shall supersede all Codes on the A.S. Chair of Personnel and Communications passed prior to June 2, 2025.
